Mr. Fardo,
The North Allegheny School District says that they have an appraisal of my property and that I need to get one before the hearing. Is this true? How can I win if they do have an appraisal and I do not?

Ask for a copy of the appraisal first. Most likely, the school district only has a quantitative analysis report (aka “drive by” appraisal) which is certainly not the same as a certified residential appraisal. North Allegheny School District does have an appraiser apparently on their payroll, but by no means should you be bullied or intimated by the mere presence of the drive-by report.
To the contrary, I have found many of the drive-by reports to be shoddy and insufficient to warrant a change in the assessment. The best advice is to have the report reviewed first by us or by appraisers we hire. If you have any additional questions, please feel free to contact me. Thanks. Noah.
